Minority report Aveary Marquez

In an infallible police state is the when there's a system that doesn't make mistakes in catching criminals. In Minority Report, the pre-crime system is fallible so it does make mistakes in catching criminals. An example of this is when Lamar paid a guy with nothing to lose to try and kill Ann Lively.  When the guy wasn't able to do that, the police put him in a halo.  After that, Lamar killed Ann lively in the same location and clothes so that it looked like it was just an echo.  In a perfect society, there would be a 100% foolproof system, but pre-crime is not one.  In our society, a perfect system probably will never exist.
